基于我国农村基础教育的公共财政投入问题及其改革

我国农村的基础教育是一种准公共产品,有着巨大的外部正效应,政府提供已成为现代政府的重要职能。尽管我国基础教育普及率在国际上位于前列,但还存在投资主体重心偏低、经费总量不足、财政资源分布失衡等问题,与教育优先发展的地位还不相适应。因此,必须改革和完善农村基础教育的管理体制,保障政府对农村基础教育的经费投入,构建新的公共财政投入机制。

The basic education in the countryside of our country is a kind of quasi-public products,there is enormous straight effect of outside,The government offers the important function that has already become the modern government.Though the popularity of basic education of our country lies in forefront in the world,But the center of investment subject on the low side exists,the insufficient,financial resource of total amount of funds is distributed the out-of-balance problem,Have priority not to suit with education in position of development.So,must reform and improve the management system of the rural basic education,Ensure the fund input to the rural basic education of the government,Construct the new public finance and invest the mechanism.
