西部新农合可持续发展费用控制问题研究——以西部A市为例

Cost Control in Sustainable Development of New Rural Cooperative Medical System in West China——Take City A in West China as an example

西部新农合制度运行几年来取得初步成效,受到农民朋友的拥护,但在运行中发现不少需要进一步研究的问题,特别是医疗费用的不合理上涨带来基金的不安全,从而影响新农合制度的可持续发展。本文通过医疗机构、参合农民、新农合管理机构三个利益主体对我国西部A市新农合费用控制问题行为进行分析并提出建议,以实现西部新农合可持续发展。

The New Rural Cooperative Medical System（NRCMs） runs well during the past few years and was embraced by farmers.To achieve the sustainable development of NRCMs,there are still some problems.Unreasonable increase in medical expenses will result in wastage and inefficient use of the fund,the insecurity of fund,and affect sustainable development of the NRCMs.In this paper,city A is studied.Expense control is analyzed from medical institution,farmers and managers.The paper puts forward opinions and suggestions for the sustainable development of the NRCMs.
