An overview of China’s oil industry during 2009

2009年,在国内外经济形势严峻、原油价格水平总体回落、国内石油需求增速放缓的大环境下,中国石油企业迎难而上,科学组织生产运行,强化管理,危中求机。油气勘探实现新增储量创新高,开发实现"油稳气升";一批大型一体化项目建成投产,油气战略通道和骨干管网全面推进,天然气业务持续快速发展,LNG资源进一步落实;国际油气并购创新高,海外经营规模持续扩大;国内战略合作伙伴和合作领域显著增加。企业内部专业化重组持续深入,资产整合不断深化;科技创新、节约替代、能源多元化不断推进,行业总体经济效益好于预期。展望2010年,中国石油企业发展的外部环境总体向好,机遇大于挑战;中国石油工业将为"十一五"划上圆满句号,并把转变发展方式作为重中之重,进一步增强全面协调可持续发展能力,为"十二五"和未来的长期发展奠定更加坚实的基础。

In 2009, both the foreign and the domestic economic situations were grave. The price for crude oil underwent a general decline, and the domestic demand for oil dwindling at increasing speed. Facing to these challenges, China’s oil corporations made good production organization and operation management, and looked for opportunities within the crisis. The prospecting for oil and gas brought new record of reserves growth, and stable oil and rising gas output were achieved. Some large-scale refinery integrated projects were completed, and the strategic channel constructions for oil and gas transportation and pipeline network were intensified. The natural gas industry kept developing at a fast pace, and the implementation of the LNG resources were taken one step further. Overseas oil and gas assets M&A created a new record, and overseas operations continued to expand in scales. Domestically, strategic partnerships and regional co-operation occurred at markedly higher frequency. Internally, companies are constantly restructuring and gaining more professional skills, assets are constantly being streamlined. Scientific innovations, economizing and replacing, and the strife for more and different forms of energy are being pursued, and the overall economic situation of the industry turned out better than expected. Looking at 2010, it seems that the outside conditions for China’s oil industry tend to the better, with the opportunities outweighing the challenges. China’s oil industry will bring the Eleventh Five-Year Plan to a satisfactory end and make the ever-transforming mode of development its top priority. At the same time, ongoing development will be stepped up on all fronts, in order to put the Twelfth Five-Year Plan and all further developments on a sound basis.
