物流基础与经济基础协调发展研究——以江苏徐州地区为例

Coordination between Logistics Basis and Economic Basis——A Case Study of Xuzhou

影响区域物流发展的要素可分为物流基础、经济基础两个部分,区域物流水平的提高需要区域物流基础与经济基础之间的协调发展。经济基础的发展能促进物流基础的建设,而物流基础的建设也能推动经济基础的发展。利用本文建立的评价指标体系、评价模型与评价准则体系,对江苏徐州地区物流基础与经济基础协调发展状况进行分析可以发现,徐州地区物流基础与经济基础协调发展的程度不是很高,且全部表现为经济基础滞后类型。这与其依靠投资拉动经济增长的传统发展模式有关,不考虑当地经济基础的要求,过分强调物流基础的投资建设,容易导致物流基础过于超前,产生挤出制约作用。为更好地促进江苏徐州地区物流基础与经济基础的协调发展,一方面,要把物流基础建设的方向从规模增长型转向资源整合型;另一方面,要改变依靠投资拉动经济增长的传统发展模式,向更复杂、更深化、更多样化的发展模式转变,使经济基础始终保持平稳较快发展。

The author believes that factors that influence the development of regional logistics can be divided into two parts,namely logistic basis and economic basis.The improvement of regional logistics will depend on the coordinate development between regional logistic basis and economic basis.The development of economic basis will help promote the construction of logistic basis;and the construction of logistic basis will be benefit for the development of economic basis.Based on the establishment of evaluation system,evaluation model and the code of evaluation,the author analyses the current situation of the coordinate development between logistics basis and economic basis in Xuzhou.It shows that the level of coordination is not very high and the development of economic basis is lagged behind.And the traditional mode of development,the investment-pull economy is the main reason for that.To further promote the coordinate development,we should transform the mode of logistics basis construction from scale-oriented to resources integration-oriented and transform the traditional mode of growth-the investment-pull economy-to be more complex and diversified to maintain a rapid and stable development.
