The Impact of the Implementation of The Law of the PRC on Quality and Safety of Agricultural Products on Safe Operation in Wholesale Market

农产品质量安全问题是关系城乡居民身体健康、农产品市场竞争力与社会稳定和谐的大事。而农产品批发市场作为农产品集中批发交易的平台,是农产品生产、运输、消费链条上的关键环节,农产品批发市场主体安全经营行为对于保障农产品质量安全具有非常重要的作用。2006年11月,我国《农产品质量安全法》颁布实施,该法的实施加强了批发市场主体的安全经营行为,提高了农产品质量安全水平,同时各地政府职能部门与批发市场通过积极的宣传和推广,使批发市场管理人员对该法的内容有了较为全面的了解。但受某些因素影响,该法的实施效果却不尽理想。为保障《农产品质量安全法》的有效实施,必须加强农产品市场准入制度建设,加大各级政府对农产品质量安全检测体系建设的公共财政投入,加强政府在批发市场质量安全监管方面的宏观调控作用,培育农民专业合作组织,推行标准化与基地化生产,充分发挥优质品牌的带头作用。

The quality and safety of agricultural products is of great significance for the healthy of urban and rural residence,the competitiveness of agricultural products and social stability and harmony.As the platform for the wholesale of agricultural product,the agricultural product wholesale market is the key point in the chain of production,transportation and consumption of agricultural products.The Law of the People＇s Republic of China on Quality and Safety of Agricultural Products,implemented in November 2006,will help strengthen control on the safe operation in China＇s wholesale market and improve the quality of agricultural products.By publicizing,managers from the wholesale market can fully understand the contents of the law.But for some reasons,the implementation of this law is not as good as we imagine.To guarantee the effective implementation of this law,we should strengthen the establishment of the mechanism of market access,increase investment on this,strengthen macro control on supervision,cultivate more organization,promote standardized production,construct more production bases and give full play to the leading roles of the famous brands.
