Change of Thoughts on CPC Development and Ecological Civilization Construction since the Reform and Open Policy

为了解决中国特色社会主义发展进程中不断出现的问题,改革开放以来党的发展思路经历了从"大力发展生产力"到"科学发展"的调适和转变。生态文明建设正是这种调适和转变的结果。推进生态文明建设必须加大环保教育力度,强化环境保护意识,树立生态文明观念;优化产业结构,转变增长方式,改善消费模式;推进技术创新,发展环保产业,改善人居环境;发展循环经济,建设资源节约型、环境友好型社会;建立体现科学发展观和生态文明观的干部考核评价体系;完善保护自然环境和促进生态文明建设的法律法规。

In order to solve the problems rising in the socialist development with Chinese characteristics, since reform and opening-up, the development thoughts of CPC has changed from ＂developing social productive force energetically＂ to ＂scientific development＂. Ecological construction is the outcomes of the changing. To promote ecological construction, we have to strength education and consciousness of environment protection, set up right conception of ecological civilization; optimize industrial structure and change economic growth way and consumption model; promote technological innovation, develop environment protection industry and improve people＇s living condition; develop circulation economy to build a resource-conserving, environment-friendly society; establish cadre assessment system embodying scientific concept of development and ecological civilization; consummate regulations and laws about environment protection and ecological construction.
