我国社会由"生存型"向"发展型"的转型、政府由"管制型"向"服务型"的转变,以及"以人为本"的文化战略意识的确立等,为公共文化服务的发展提供了有利的环境条件。在社会全面转型及构建和谐社会的新时期,全面推进具有全民性和健康文化价值导向性的公益性文化发展是必然的选择。而明确公共文化服务发展的目标方向,是坚持文化秩序建构的社会主义方向的逻辑前提。

The society has transformed from the survival-type to the development-type. The government mode has transited from the control-type to the service-type. And the culture strategy sense of people-orientation has been established. These provide favorable environmental conditions for the development of the public culture services. In the new period of social transformation and harmonious society construction, the promotion of public culture development which is for all the people and welfare-oriented cultural values is the inevitable choice. And the direction and objectives of the public cultural services development is the logical premise to construct the socialist order and uphold the cultural orientation.
