人是生产中最主要的因素，而人口质量的提高又是劳动力因素的关键。甘肃民族地区由于受各种因素的影响，人口素质偏低，影响民族经济的发展。分析甘肃民族地区人口素质偏低的原因，采取措施不断提高民族地区人口素质。

Human being plays the central role in the course of production,and the quality of population is the key factor to the improvement of Labour force.In GanSu,the economic development is blocked,to acertain extent,by the inferiority of population.Analysing this inferiority in minority areas and raking steps to improve their quality will,undoubtedly,be the basis of the economic development in minority areas.
