摘要居民收入分配机制是在既定分配制度安排下,为实现一定的居民收入分配目标而采取的路径和方式。改革开放以来,居民收入分配机制进行了积极地调整但也存在不少问题:城乡居民二元收入分配机制愈加强化,微观分配机制存在系统性"缺陷",再分配机制调节作用有限,甚至存在"逆向调节"现象。促进形成合理的居民收入分配机制的政策建议:一是坚持市场化方向,创新生产要素按贡献参与分配的机制;二是逐步改革现有的城乡分割的二元分配机制;三是逐步建立以市场决定、微观主体决策为基础,国家有效调控的新型企业分配机制;四是不断完善居民再分配机制。
