The effectiveness of subject librarian system consists in its initial stage. By referring to the ＂Clever Pig Game＂ model, this paper analyses the relationship system between subject librarians and administrators at initial stage in medium or small college and university libraries, and puts forward management strategies for the initial work of subject librarian in medium or small college and university libraries.
