加大农村公共服务供给力度是加速推进农村改革与发展的必然选择。政府向社会组织购买农村公共服务是政府向需方直接提供的一种方式,可以提高经费使用效率及农民对公共服务的可及性。近年来,唐山市政府在购买农村公共医疗卫生服务方面进行探索实践,并取得了积极地效果。本文介绍了该做法的基本情况和具体购买过程,总结了主要经验和存在问题,以期使这一模式不断得以完善与推广,为探求政府购买服务推行的领域、措施和方法提供经验思考,更好的满足农村的公共服务需求。

Increase the supply of public services in rural areas is the inevitable choice to accelerate and promote rural reform and development. Purchase of services from the social organizations is a way that the government directly devotes to the consumer, and it can improve the efficiency of use funds and the peasants＇ accessibility to share the public services. In recent years, Tangshan city government carried on the practice at purchase of rural public health services, and has achieved positive results. This article describes the basic situation and the specific buying process, summed up the main experiences and problems, in order to make this model to continuously improve and promotion, to seek implementary domain and measures and ways of purchase of services, and to better meet the demand for public services in rural areas.
