浅谈地方政府对中小型公共图书馆公益性的保障责任

On the Responsibility of Local Government of the Public Welfare Guarantee for Small and Medium Public Libraries

中小型公共图书馆的公益性,是由公共图书馆地位、性质以及社会公共文化服务保障体系决定的。为发挥中小型公共图书馆公益性保障的职能作用,笔者认为必须依靠地方政府承担起资金投入、管理监督、制度供给的责任。

The public welfare of small and medium public library is decided by the position, nature and social public cultural serviee guarantee system of public library. This paper thinks that the local government should take the responsibility of fund input, management supervision and institutional supply, in order to exert its function of public welfare guarantee.
