摘要 为了确保海底隧道工程建设的顺利实施,借鉴风险管理的方法,提出海底隧道建设全过程安全风险管理的理念,将海底隧道建设全过程分为规划、设计和施工3个阶段.通过风险分析与评估,确定了海底隧道建设全过程的核心安全风险及各个阶段的核心安全风险因素,从技术角度给出相应的风险控制措施,并考虑各个阶段安全风险的相互联系,建立了全过程安全风险控制体系,对海底隧道安全建设实施全过程风险控制.将建设全过程核心安全风险控制体系应用于正在建设的厦门海底隧道,取得了理想的效果. In order to guarantee the safety of subsea tunnel construction,whole process risk management for subsea tunnel is adopted by using risk management methods,which divide subsea tunnel construction into 3 phases of planning,designing and constructing.By studying the key risks and analyzing the key risk factors in each phase,corresponding risks control measures from the technical point of view is provided after risks assessment.Considering the connections with risks of each phase,control system ideas for whole process safety risk are developed,which can control the whole process of subsea tunnel from macroscopic view.Finally,the application of whole process safety risk control system is proved to be successful in Xiamen subsea tunnel construction.
