摘要
转型期的中国,由人民内部矛盾引发的各类群体性事件增多。政府肩负着治理群体性事件的直接责任,因政府组织体系、资源分配、人员结构等方面存在的局限性,仅仅依靠政府力量应对群体性事件很难做到高效、快速、协调、灵活,应当充分发挥非政府组织参与群体性事件治理的作用。非政府组织参与群体性事件治理还存在一些现实困境,应当健全非政府组织参与群体性事件治理的法制机制、互动机制、预警机制、自律机制、监管机制、动态机制,努力推进非政府组织的发展。
In the transition period of China, the mass disturbance caused by contradictions among the people increases in number. Government shoulders the direct responsibility of administering mass disturbance. Due to the limitation of organization system, resource distribution, personnel distribution it is hard to deal with mass disturbance in an eglcient, coordinated and flexible way if only through government. To push the development of non - government organization, legal mechanism, mutual mechanism, early warning mechanism, self- discipline system, supervision mechanism and dynamic mechanism should be further improved.
