Reflection and Suggestions on Present China's Policy System

公共政策是政府公共产出的核心环节,也是实现社会治理的主要工具之一,其质量的好坏直接影响到良序社会的形成。一项公共政策的善恶在很大程度上取决于生成此项政策的政策体制,当前中国二元结构下的政策体制在多元力量关系的张力之下已力不从心,构建多元参与的公共政策体制已成时代之需、治国之急。构建新型公共政策体制的首要任务是要建构起一套动态博弈而非静态统摄的公共话语表达机制,因此,政府要增加我国民间社会资本的存量,增强公民的自组织程度,允许更多的社会力量自由、平等的参与到公共政策的制定过程中来,规范和引导公民的合法参与行为,建立起自由、畅通的公共话语表达机制和政策平台,使公共声音能够顺利的进入体制内部。

Public policy is the key link of government public output, and also one of main instruments to realize social governance, which influences the formation of well - organized society and is determined by relative policy system. The present policy system in China＇s dualistic structure cant perform well under the diverse relationship, so to meet the needs of era and the development of country it is urgent to establish new public policy system. The primary task is to establish a set of dynamic public discourse system, therefore government should increase the stock of social capital, permit equal and legal attendance in the formulation of public policy and set up a free public discourse system and policy platform.
