摘要
我国长期以来并没有真正将政府公务员也当成人力资源来对待,更没有在管理体制上引入现代人力资源管理的理念和思路。学术界在人力资源管理研究领域中,对政府的关注度也非常低,并且这种状况一直没有发生改变。本文就政府人力资源开发和管理存在的主要问题和公共部门特有的状况进行分析,就政府绩效管理提出建设性意见。
