摘要
2005年出台的《中华人民共和国公务员法》明确规定公务员不得在企业或者其他营利性组织中兼任职务,不得通过兼职获取经济利益。但现实中却屡禁不止。公务员兼职不但影响本职工作,违背市场规则而且会导致腐败,影响政府威信。本文在分析导致公务员兼职原因的基础上,结合国外关于公务员兼职的有关法律规定以及具体实践管理方法,提出了解决我国公务员兼职问题的相关对策。
"People's Republic of China Civil Servants Law" promulgated in 2005 clearly states that the civil servants must not take part-time job in business or other for-profit organizations. Moreover,the civil servants must not gain economic benefits from the part-time job. However,the phenomenon of part-time job of civil servants is remain in existence after repeated prohibition. The part-time job not only affects civil servant's own duty,but also goes against market rules. What's more,it will lead to corruption,which impairs the image of the government. This paper analyzed the reasons. It takes some experience and legal provision abroad as reference,so that we can set up some measures to solve these problems.
