在我国,随着城市化和工业化进程的加快,农民的土地大量被征收作为建设用地,失地农民越来越多。在土地征收过程中,失地农民权益受侵害的现象比较突出,失地农民群体上访或聚众闹事时有发生,严重影响了社会稳定。因此,探讨和解决失地农民的权益保护问题,对于农村社会的稳定、农民权益的保护、农业的发展具有重要的意义。

With urbanization and industrialization process accelerated,many farmer＇s land have been imposed as the construction sites massively,causing the farmers who lose their land to be also getting more and more.At present,our country＇s land collection system has still many loopholes. The phenomenon,the lost-cropland farmer＇s rights and interests being violated,is becoming quite prominent. Farmers groups appeals for help or gathers in great number occur from time to time,has seriously affected social stability.To this end,researching and resolving the farmer＇s rights and interests protection question for the stable development of rural society in the land-levying process,has an important practical significance.
