新农保农户支付:问题、原因及其完善——基于广东珠海斗门、茂名茂南的调查

A Study of the New Farmer's Endowment Insurance:A Case Study of Doumen of Zhuhai and Maonan of Maoming

对珠海斗门与茂名茂南的调查分析表明,新农保在推行过程中,面临着宣传力度不够;经济欠发达地区农户的参保意愿较低;规模较大的家庭负担较为沉重;户均耕地面积制约着农户参保意愿及其选择等九大焦点问题。基于此,建议加大对新农保的宣传力度与农村的教育投入,强化与扩大强农惠农举措,引导农户适度规模经营,根据当地的经济发展水平与农户经济状况,建立多层次的养老保险体系,充分发挥新农保与传统养老方式的合力。

The investigation study of Doumen of Zhuhai and Maonan of Maoming reveals that the new farmer＇s endowment insurance has not received much publicity and the farmers in the underdevel- oped areas or with a big family are not willing to have this insurance. The household area of cultivated land also hinders their willingness to have this insurance. The paper brings up the following sugges- tions： more publicity of this insurance and more investment in education; larger scales in production~ different kinds of insurance systems based on the actual economic situations and the income of the farmers; a combination of this new insurance with the traditional model.
