摘要 针对城市河道综合治理项目投资决策过程中如何合理确定定性和定量评价指标的权重,提出用加速遗传算法从全局直接修正判断矩阵的一致性,并同时计算各要素的排序权值的改进层次分析法,并应用于合肥河道综合治理投资项目决策中.计算结果表明,该方法判断矩阵修正幅度较小,精度高,为决策者提供了科学决策依据,具有良好的应用价值. In order to rationally determine the weight values of qualitative and quantitative indexes of the urban investment decision-making of comprehensive governing of the rivers,the improved analytic hierarchy process was proposed to check and correct the consistency and to compute weight values of elements of judgment matrix by using accelerating genetic algorithm.And this method was used to determine the investment proportion of comprehensive governing of the rivers in Hefei city.The results show that the correcting range of judgment matrix is less and its computation results are high precision.It provides a basis for decision-making;it also has value to be applied.
