近年频发的公共危机要求政府建立完善有效的公共危机善后机制。通过分析当前善后体制存在的问题,提出应建立善后资金监管机制;健全公共危机保险体系;加强灾后审计工作;完善公共危机立法体系;重视灾后心理援助计划;健全公民参与体系等措施来提高政府执政能力,运用社会组织与公民力量积极预防危机、化解危机。

The public crisis frequently conquered in recent years requires constructing rehabilitative management mechanism by governments. After analyzing the flaws and problems existing in the system, the paper offers measures as follows, constructing sophisticated supervision fund system; complimenting crisis insurance method; intensifying the audit section after the crisis; polishing the legislation work towards it; reinforcing the psychological aids and encouraging the participation tO make social organizations deal with the public crisis with all the civilians.
