新时期,在特定的背景条件下,我国的区域发展政策有了新的突破,"十一五"规划纲要中主体功能区的提出实现了区域发展政策上的一大创新,为促进区域协调发展提供了一个新思路。当前,必须强化"三种意识",做好"三项工作",来推进形成主体功能区建设,促进区域的全面协调发展。

Under the specific conditions in the new era,China＇s regional development policy has a new breakthrough.The proposal of main functional areas in the Eleventh Five-year Plan has been a great innovation which provides a new idea to promote balanced regional development.At present,we must strengthen three kinds of consciousness and three pieces of work to promote the construction of main functional areas and the balanced regional development.
