重庆发行市政债券的可行性研究

市政债券作为地方政府举债行为，为筹集城市基础设施建设资金的重要作用在国外已取得巨大成功。目前，在我国要求赋予地方政府独立“举债权”的呼声也日益高涨。文章立足重庆，浅析发行市政债券的必要与可行，提出突破发行市政债券的限制的建议，供政府决策参考。

Cities＇ bonds, issued by city governments, are successful in raising money in city fundamental construction. Now more and more people are in flavor of giving this right to city governments. The paper analyzes the feasibility and necessity of city governments issuing bonds.
