探索南京都市区“十二·五”期间发展高效设施农业的途径与对策

On the Approaches and Countermeasures to Develop High-efficiency Facility Agriculture in Urban Area of Nanjing during the 12th Five-Year Plan

针对南京都市区发展高效设施农业过程中的制约因素,坚持以科学发展观为指导,积极拓展解决难题的思路,探索加快发展的举措,拓宽解决问题的办法,不断提升高效设施农业区域化布局、标准化生产、产业化经营、集约化增长水平,推动南京都市区高效设施农业又好又快地发展。一是稳步推进产业化经营,在提升产业层次上求突破;二是适度增加高效设施农业比重,在提高规模效益上求突破;三是充分发挥科技引领作用,在增强农产品竞争力上求突破;四是积极创新体制机制,在增强发展活力上求突破;五是强化统筹谋划,在培养造就新型农民上求突破。

In view of the constraints in the development of high-efficiency facility agriculture in urban area of Nanjing,the regional layout,standard production,industrial operation and intensive growth of high-efficiency facility agriculture will be continuously improved by taking the scientific outlook on development as the guidance,actively extending the ideas to solve rough problems,exploring the measures to speed up development and widening the solutions to cope with difficult problems,thereby achieving a sound fast development of high-efficiency facility agriculture in Nanjing.There are five important measures： First, we will steadily promote the industrial operation and achieve breakthrough in the upgrade of industrial level;Secondly,we will properly increase the proportion of high-efficiency facility agriculture to improve large-scale economies;Thirdly,we will make full use of high technologies to enhance the competitiveness of agricultural products;Fourthly,we will actively make innovations in systems and mechanisms to activate the vitality of development;Lastly,we will co-ordinate the overall planning to make a breakthrough in creating new farmers.
