Attracting the inflow of foreign capital is an important part of opening-up policy and one way of accelerating the development of market economy in China. The breaking out of international financial crisis in 2008 made the situation at home and abroad change significantly. Confronted with opportunities and challenges brought by the complex environment, we should innovate the way of utilizing foreign capital, guide the direction of foreign capital and create attractive investment environment in order to improve the quality and efficiency of utilizing foreign capital.
