浅析公用事业项目市场化改革

Analysis of Marketization Reform of Public Utilities

改革开放以来,我国城市公用事业建设得到快速发展,但是城市公用事业的市场化改革进程却大大滞后于其他行业。文章在对我国城市公用事业项目运营管理问题分析的基础上,结合太原市公用事业项目运营管理,提出通过BOT、BT、特许经营等方式改进项目运营管理模式,从而提高项目运营经济效益。

Since reform and opening up to the outside world, China＇ s urban public utilities and constructions develops rapidly, but the city utility＇s marketization reform process is significantly lagged behind other industries. Based on the analysis of domestic public utility management patterns and combined with these patterns of Taiyuan, this paper points out several patterns such as BOT, BT, franchising to adjust the pattern of project management and to improve economic benefits.
