Ethical Targets of System Run

制度运行伦理是关于制度管理和制度实现的伦理。它具有三个基本层次:根本性制度运行伦理、体制性制度运行伦理和具体性制度运行伦理。不同层次的制度运行伦理,既具有共同的伦理性质和价值目标,又具有不同的对象、范围、运行原则和运行方式,具有多层次的伦理诉求。

System Run Ethics is an ethics about system management and system implementation, which contains three basic levels： fundamental system run ethic, systematic system run ethic and specific system run ethic. On the one hand, the system run ethic of dif- ferent levels has a common ethical essence and value target; on the other hand, it has its own specific object, field, principle and means, so the system run ethics has a multiple level ethical targets.
