传统政府人事管理是一种战术型管理,政府人力资源管理是一种战略型管理,二者在管理的性质、管理的内容、管理的地位和功能上表现出不同的特点。政府传统人事管理向人力资源管理模式的转变,是一种人事行政战略的确立。推进这一人事行政战略,必须转变战略观念,制定战略规划,强化战略职能。
The traditional government personnel management is tactical,the government human resources management pattern is strategic,the two display the different characteristic in the management nature,the management content,in the management status and the function.The transformation of government traditional personnel management to the human resources management pattern,is establishment of one kind of personnel administration strategy.Advancing this personnel administration strategy must transform the strategic idea, formulate the strategy plan, strengthen the strategy function.
