孔子行政伦理思想源远流长、博大精深。讲求德政仁治,重视伦常,提倡和谐,追求安定是其总体特征,行政伦理的本质上独具宗法性、行政道德的修养方面注重＂实践＂性、行政人格具有双重性、行政伦理规范上突出＂情感＂性、行政伦理体系中尽显人文性等是其鲜明特色。这些特点初步奠定了儒家行政伦理文化的基础,对后世产生了深远而重大的影响。

The thought of Confucius＇administrative ethics has a long history and very profound contents.Stressing and pursuing the moral rule and the benevolent administration,paying attention to ethics,advocating harmoiousness,seeking social stability,which is its whole feature,laying stress on ＂practice＂ in the aspect of the training of the administrative morality;having the character of the clan in the aspect of the essence distinctively;the twofold norms of the administrative moral personality;emphasizing ＂the feeling＂ on the administrative norms especially;manifesting the humanity in the system of administrative ethics distinctively,which are its distinctive characters.These features initially laid the foundation for Confucian administrative ethical culture and had a far deeply and significant impact to future generations in China.
