领事的主要职能是在其领区内保护本国的国民及商贸利益。在领事保护中,领事人员的数量、结构与素质直接影响到领事业务执行的效果。中国必须建立开放的、多元的、学习型的领事人员管理机制。

Consular＇s main function is to protect its own citizens and business interests in his consular district. In the consular protection, the number, structure and quality of consular directly affect the implementation of results of consular services .China must establish an open, pluralistic, learning-oriented mechanism for consular officers.
