我国低碳农业发展的技术锁定与替代策略

结合"两型"社会及现代农业建设的需求,本刊联合湖南省循环经济研究会围绕"循环经济与现代农业"主题,组织了本次笔谈。李明贤教授就我国低碳农业发展面临的技术锁定与替代策略展开探讨,她在分析低碳农业内涵及发展背景的基础上指出,我国在发展低碳农业时,各种替代技术受到农业边缘化、农业生产经营组织形式、人地矛盾等方面的制约,需要借助外部效应,引入以利益为主的外生变量,才能实现低碳替代技术的推广应用。刘纯阳教授则基于我国循环农业人才供给不足的现实提出,我国要跳出狭义农业和农民的框框,围绕破解"唐斯难题"来加强循环农业及其人才培养,包括培养循环农业的管理者、技术人才和具有循环农业理念的企业家。蔡立湘研究员结合南方丘陵区自然条件,提出要着重解决稻田系统循环、稻田系统外循环和区域系统循环三个循环层级的关键技术,以及提高能量利用率、饲料报酬率,降低污染物排放等产业链环接口技术,构建南方丘陵区循环农业发展的技术支撑体系。黄璜教授则分析了湖南生态农业建设的难点,认为在进一步强化社会各界特别是农民建设生态农业理念的同时,政府要对生态农业建设进行全面规划,完善其研究与服务体系,提高农业产业绿色水平。

According to the need of cooperation construction of ＂building two-oriented society＂ and modern agriculture,we hold a pen talk with the research society of Hunan circular economy encircling the theme of ＂circular economy and modern agriculture＂.Prof.Li mingxian discusses the technology bar and alternative strategies which hinder China’s low-carbon agriculture.After analyzing the connotation and the development background of low-carbon agriculture,she proposes that China should use exterior effect to popularize and apply low-carbon alternative technology when low-carbon agriculture comes across many difficulties.Prof.Liu chunyang discusses the fact that the number of China’s circular economy talents is seriously adequate.He raises some suggestion to solve the training issue of agricultural talents,namely encircling the point of breaking ＂Downs Problem＂ and fastening the steps of training agricultural talents so as to make people from different quarters realize the importance of the circular agriculture.Prof.Huang huang analyzes the difficulties that Hunan met in the course of construction ecological agriculture in the test zone.He says that government should plan the test zone comprehensively,optimize the service system,promoting the green agriculture.Research fellow Cai lixiang mainly discusses the technical supporting system in hilly area in southern China,he suggests to resolve key technical challenge in the ecosystem inside and outside the paddy field cycle,to raise the utilization rate of resources,enhance the feed efficiency,to reduce the emission and to construct technical support system of circular agricultural in hilly area in southern China.
