摘要
文章从人力资本投资和收入分布理论出发,研究了医生的人力资本和薪酬结构。医生属于智能型劳动者,基于岗位培训和实践产生的人力资本再投资程度较高,其薪酬政策应给予回报。文章提出"医生基本工资等同于社会平均工资,由财政全额补偿;绩效工资实行点数法,由社会医疗保险基金补偿"的政策建议。
The human capital and compensation structure of doctors are analyzed in this paper based on the theory of human capital and income allocation. According to this theory, the doctors make a lot of training, studies and practices during their practice of career life, which are all on-the-job training, and can be treated as human capital investment. In order to maintain this kind of investment, they must have high investment revenue rate through their compensation structure. A compensation structure for doctors is advised here. The Basic pay, which is the government's full responsibility, the Performance related pay which should be supported by the social medical insurance fund and the Fringe Benefit are all included in this policy advice.
