海洋固定平台压力容器定期检验适用法规浅谈

A Perception on Periodical Inspection Regulations of Pressure Vessel on Fixed Offshore Platform

海洋固定平台压力容器是海洋石油工业广泛使用的承压设备。海洋平台功能不同,压力容器数量差异也较大。这些容器使用条件相当复杂,介质也较特殊,有爆炸危险。如果容器在运行中得不到可靠的质量保证,其危险程度无法估计。基于安全性的考虑,为确保压力容器运行可靠,压力容器的定期检验显得尤为关键。但关于海洋固定平台压力容器的定期检验,国家不同法规提出了不同的要求。分析了国家各部委制定相关海洋固定平台压力容器定期检验制度、适用范围的情况,尤其是对于检测机构所出现的不同要求进行了解释。对于国家修订相关法规,统一管理海洋固定平台压力容器的定期检验,加强对海洋固定平台压力容器定期检验的控制有一定的指导意义。

Pressure vessels installed on fixed platform is widely used in offshore oil industry. The condition which is extremely high temperature, low temperature, high pressure, special medium flammable, toxic, corrosion, risk of explosion made the operation more dangerous. Based on security, the periodical inspection is quite important to ensure the pressure vessel operation. If there is no reliable quality assurance, the danger can not be estimated if it happens. Actually there are different requirements on fixed platform pressure vessels periodical inspection even some tender staffs misunderstand the regulations. The system and scope of the periodical inspection according to relevant regulations, especially the demands of inspection institution are analyzed; it will make offshore fixed platform pressure vessel periodical inspection management and control more sense. In the meantime revising relevant regulation will give guidance for enhancement of periodical inspection.
