摘要
系统地构建公路应急能力的评价指标体系,对公路应急能力的科学评价、政府应急管理能力的提高和改善等有着实际意义。通过采取纵横分开的分析思路和层次分析方法,分别构建基本制度建设和应对能力的指标体系,可为公路应急能力的评价提供依据。
A scientific evaluation index system of highway emergency response capability should be established systematically,which has practical significance to scientific evaluation of highway emergency response ability and the improvement of government emergency management ability.According to Analytic Hierarchy Process（AHP）,the current system is comprised of two index subsystems,namely the basic system and response capability,which provides reference for evaluating highway emergency response capability.
