后危机时代中小企业对外直接投资的战略选择

Foreign Direct Investment Strategy Choices of Small and Medium-sized Enterprises in Post-crisis Era

中小企业不可避免地受到全球性金融危机的严重的冲击。然而在"后危机时代",随着中国自由贸易区战略的实施、"走出去"战略的推进、全球产业结构的调整和产业国际转移,中小企业凭借小规模适用性技术、决策管理灵活且决策效率高、产品多样化可以适销于各种市场的优势,积极利用自贸协定下所提供的各种优惠政策,选择重点目标市场开展对外直接投资,打造海外园区形成中小企业投资的集聚效应,以并购的方式,将国内生产能力过剩的长线产业、已经发展成熟且具有一定国际竞争力的产业以及能够弥补国内资源短缺的采掘业等进行对外直接投资,同时还应加强对发达国家的学习型投资,汲取国外先进的产业技术和管理经验,带动国内产业升级,创造新的比较优势。

Small and medium-sized enterprises（SMEs） have inevitably suffered a serious impact from global financial crisis.However,in the ＂post-crisis era＂,with the implementation of China＇s free trade zone strategy,the promotion of ＂going out＂ strategy,and the global industrial restructuring and international transfer of industry,depending on the strength of small-scale application of technology,flexible management and high efficiency of decision-making,diversified products marketable in a variety of markets,actively using various preferential policies provided by free trade agreements,SMEs should select the key target market to carry out foreign direct investment,and create overseas industrial park area for making clustering effects.With the approach of MA,SMEs should carry on foreign direct investment in domestic long-term industries with excessive capacity,in the mature industries with certain international competitiveness,and in the excavating industry to make up the shortage of domestic resources.Meanwhile,SMEs should also strengthen the study investment to developed countries,draw on advanced industrial technology and management experience,drive upgrading of domestic industries and create new comparative advantages.
