摘要
德国哈兹改革从提高劳动市场服务和政策的效率效益、激励失业者和通过解除劳动市场管制培育就业需求三方面改善原有积极就业政策体系及其效益。改革成效显著,亦从保持效率与公平的适度平衡、建立以政府委托评估为基础的质量保证体系、培育市场对劳动力的需求以及建立失业者的分类救助体系四方面为我国积极就业政策的完善提供了重要启示。
Harts reform improves the effectiveness of active labor market policy in Germany by enhancing the efficiency of labor market and policy, encouraging the unemployed and fostering employment demand by releasing labor market control. The reform has gotten notable result, and provides the following important inspirations for China's labor market and policy: keeping equilibrium between efficiency and equality, setting up the quality guarantee system based on the estimate from government's authorize, fostering market's employment demand and building classify assistance (aid) system for unemployment workers.
