建设国家开放大学的几点思考

Some Thoughts about the Establishment of a National Open University

建设具有中国特色的现代远距离教育开放大学,是国家对广播电视大学发展的要求,也是电大教育发展的必然趋势。建设国家开放大学的条件日趋成熟,必须予以高度关注。广播电视大学30年的发展为建设国家开放大学奠定了重要基础,应当集全国电大的力量进行国家开放大学建设。在电大办学基础上建设国家开放大学的构想:实行两级管理,中央电大所在地设开放大学总部,参与建设的省级电大设开放大学学院。制定由教育部批准的《国家开放大学章程》,明确开放大学的性质、地位和功能,确定组织构架和治理结构,明确国家开放大学与地方开放大学的关系,建立现代学校制度,建成国家举办的新型高等学校。

To establish a modem distance education characteristics is the demand of the state toward Radio and TV universities open university with Chinese （RTVUs）, as well as a bound trend of RTVU education development. As conditions are mature for the establishment of a National Open University （NOU）, great attention need to be paid on it. The 30-year growth of RTVUs has laid a solid foundation for it, therefore RTVUs allover the country should be summoned for the cause. A two-level administrative system for establishing the National Open University on the basis of TVU system is conceived： the headquarter of NOU should be established in the Central Radio and TV University, and NOU colleges should be established in provincial level RTVUs. An NOU Constitution should be made and approved by the ministry of education, defining its nature, status, administration, as well as the relationship between NOU and local modem school system and a new type of state-run higher education functions, structure of organization and open universities, so as to establish a institution.
