On Building a Network System for Professional and Technical Qualifications Assessment in Higher Institutions

This paper analyzes the establishment of an online system for professional and technical qualifications assessment of university teachers.Based on the necessity and urgency,the paper proposes the construction of a network-based,efficient,energy-saving,green system for such purpose,discussing the actual situation and the measures to implement the system and the technical problems to be addressed.
