本文介绍了可持续发展的定义及在城市规划中坚持可持续发展的必要性，并以水资源和土地资源的利用与保护为主讨论了在城市规划中如何实现可持续发展战略的问题。
This thesis introduces the definition of Sustainable Development and the necessity of insisting on sustainable Development in city programme. Taking the utilization and protection of water and land resources as the dominant factor, it also discusses the problem that how to realize the strategy of sustainable Development in city programme.
