村级民主管理制度及其实践的实证分析——基于全国10省21村的调查

Positivism Analysis on the Institution and Its Practice of Democratic Management in Chinese Villages——Based on the Field Research in 21 Villages of 10 Provinces in China

20年来,农村民主选举对村庄治理产生了巨大影响,但村民在选举中的主动性仍然不够,对当选的村干部评价不高,对村级民主决策和管理的参与及满意程度仍较低。同时,不同区域农民在村庄选举的参与、对村干部的评价、村务管理的参与等方面存在一定的差异。因此,推进农村基层民主建设,不仅要重视制度建设,而且要关注区域差异,鼓励各地根据实际勇于创新,激发农民参与村级民主管理的积极性。

Over the past 20 years,democratic elections in rural areas had a tremendous impact on the governance,but villagers are still not enough initiative in the election.As a result,the prestage of the elected village cadres is not high,and the participation in democratic decision-making is still low and not satisfying.There is a certain difference in participating in the village election,evaluating village cadres,and managing village affairs.To promote the building of grassroot democracy in rural areas,we should not only pay attention to institution building,but also focus on regional differences and encourage all localities according to their actual creative.
