华南海岸带自然资源的开发研究——Ⅱ.资源开发的条件、原则、布局和区划

STUDIES ON THE EXPLOITATION OF NATURAL RESOURCES IN SOUTH CHINA COASTAL ZONE Ⅱ. THE CONDITION,PRINCIPLE. DISTRIBUTION AND DIVISION OF NATURAL RESOURCE EXPLOITATION

根据华南(广东省、广西壮族自治区、海南省)海岸带自然条件与经济规律,因地制宜作不同区段的综合开发规划,制定规划时注意主导利用方向与优势的自然资源相一致,备择性窄的事业优先,综合利用与主导利用相协调,经济效益、社会效益、环境效益和生态效益相统一,组织区域开发,密切注意自然环境、资源和社会经济技术条件的变化等原则。从纵向考虑,建立完善的开发体系,建设工业基地和农业商品生产基地;从横向考虑,划分沿海自然资源开发区,以便区域推进。华南海岸带可分为11个开发区。

According to the natural conditions and economical patterns of the South China coastal zone, an overall plan for the adaption of different zone sections is conducted. In formulating the development plan, it should be observed that orientation of the leading utilisation should be consistent to the dominating natural resources. Priority should be given to selected undertakings of narrow nature, while overal utilisation and leading utilisation should coordinate well with each other; economical, social, environmental and ecological benefits should be integrated to each other, area development should be organized, and the change in natural resources, technical conditions and social economy, and other principles would need close attention. Vertically considered, a perfect exploitative system should be established, as well as the construction of industrial and production bases for agricultural products. Horizontally considered, coastal natural resources should be divided.The South China coastal zone might be divided into 11 exploitative zones.
