The article discusses the essential nature and the aims of service in public library ,analyzes the practice since the reform and opening up ,points out that the appearance and cause of distortion of the nature of public welfare and put forward that public library should reflect the public welfare fully in the practice to build public cultural service system. The establishment of the library public security,change of the idea to run library are the only way to achieve people-centered,establish a comprehensive,coordinated and sustainable development of librarianship.
