随着我省经济结构的调整和城市化进程的加决,吸引了大量的包括少数民族在内的农村剩余劳动力向城市的迁移,进入城市的少数民族农村剩余劳动力由于各种因素的制约无法进入正规部门实现充分就业,只能在低端劳动力市场从事流动性非正规就业,从而处于一种事实上的弱势边缘化状态。因此,关注进城少数民族弱势群体的生存状态,加大制度供给的力度,切实保障他们的所有合法权益,这不仅是贵州省经济社会可持续发展的需要,也是落实科学发展观的具体表现。
