战略作为对图书馆管理长远性和全局性的指导,它的制定与实施也必须以自身为基础,以用户需求为中心。环境是变化的,用户的需求是变化的,图书馆自身也是变化的,所以战略也应该随之变化,并且没有时间上的滞后性,即具有动态性,两者的结合即是以用户需求变化为中心的图书馆动态战略管理。

As a long-term and overall guidence of libray management,the formulation and implementation of library strategy must be based on its own resources and focus on the users＇ needs.With the changing of the environment,the user＇s needs and the changing of library itself,the library strategy is changing with it.Moreover,there is no time lag for the library straegy,that is to say,it is dynamic.Therefore,a combination of the two is the library dynamic strategy manegement based on the changes of users＇ needs.
