本文全面深刻地回顾了新中国成立60年来文艺发展和艺术创作的曲折历程,肯定了文艺工作者经过不懈探索和努力奋斗所取得的辉煌成绩和基本经验。文章总结了改革开放30年来的文艺发展历程;总结了新中国成立60年来文艺创作发展历程带来的深刻启示;针对文艺工作面临的新情况、新问题、新格局,要求文化工作者、文艺工作者在文化领域中要全面贯彻落实科学发展观,以在科学发展观指导下形成的新的文化发展理念来引领文艺创作和文艺实践,紧跟时代步伐,准确把握时代主题,创作出更多反映时代主旋律的精品力作。关于文艺创作和文艺实践中统筹协调、辩证发展问题,文章提出,要用科学发展观统领文化建设,统领艺术事业,一定要坚持辩证唯物主义,处理好若干重大关系问题,包括传统与现代的关系、继承与创新的关系、高雅与低俗的关系、普及与提高的关系、引领与包容的关系、开放与防范的关系、社会效益与经济效益的关系,积极探索文艺创作的内在规律,推动艺术创作的科学发展。

The present article reviews the tough process of the 60 -year Chinese art development and artistic creation,acknowledging the magnificent achievement and basic experience of artistic workers. It summarizes the development process of art in the 30 years since Reform and Opening and the profound enlightenment of art creation development in the 60 years since the foundation of the People＇s Republic of China. Facing new situation,new problems and new pat-tern of art work,culture workers and art workers should wholly implement the scientific outlook on development,form new ideas of cultural development to lead artistic creation and practice,and create more masterpieces which represent the mainstream ideology of our time. As for the overall coordination and dialectical development in the artistic creation and practice,the present article points out that we should use the scientific outlook on development to lead cultural construction and artistic cause. We must adhere to dialectical materialism to deal with significant relationship problems,including the relation between tradition and modernity,between development and innovation,between elegance and vulgarity,between popularization and improvement,between leadership and containment,between openness and prevention,between social interest and economic interest. We should actively explore the inner laws of artistic creation and accelerate the scientific development of artistic creation.
