应用经济分析方法，对犯罪行为的经济含义及其所造成的损失与危害进行了描述，探讨了影响犯罪数量的因素及其变动规律，并建立了相应的模型，提出了犯罪行为发生的必要条件，建立了社会治安策略的优化分析模型．理论分析所得结论与社会现实相吻合．

The economic implications of a crime involving the loss and injury of the victim are analyzed by the utility function curve. The factors that affect the extent of the crime are examined. The necessary condition that an offender commits a crime is considered. An optimum mode that accounts for the public security is proposed. The theoretical conclusions are consistent with observations.
