By the middle of the 1970s＇ China＇ s diplomacy had made a breakthrough in Southeast Asia and the ASEAN countries started, one after the other, to establish diplomatic relations with China. In this process of establishing diplomatic relations with the ASEAN countries, from the formulation of strategy to the implementation of policies, Zhou Enlai always had an accurate grasp of the delicate historical changes and pushed forward the devel- opment of the relations between China and ASEAN states with a ＂smile diplomacy＂. The sports diplomacy and petroleum diplomacy were particularly thought-provoking.
