多年来,中央十分关注西藏经济社会发展的深层次问题,对诸多关系到西藏的跨越式发展和长治久安的重大问题陆续作出重大决策,为做好西藏工作提供了制度性保障。这些重大决策从制度学意义看,具有很高的理性认识作用和实践上的路径规定作用。中央第五次西藏工作座谈会所提出的指导思想和一系列重大举措,从制度供给的角度看,就是要全方位解决西藏与全国差距拉大的根本问题。

Over decades, the Central Government has been paid high attention to the in-deep level is- sues about the social economic development of Tibet and made several important decisions regarding to its leaps and bounds development and long-term stability in order to systematically guarantee the work of Tibet has been done smoothly. These significant decisions having high rational recognition function and practical path stimulation function. The guiding thought and sets of significant decisions made for reducing the gap between Tibet and central plain from the perspective of systematic supply.
