海岛县建设社会主义新渔村的困境与对策研究——以山东长岛县为例

The difficulty and strategy in building new socialist fishing villages in island counties——Based on the example of Changdao County in Shandong Province

我国社会主义新渔村建设虽然取得了一定成就,但在资源、生态环境、资金、发展方式等方面也面临着一些问题,制约着海岛新渔村向纵深方向发展。本文以山东长岛县为例,系统研究了海岛县在新渔村建设进程中所面临的制约因素,并从加大财政支持保护渔业资源、建立生态补偿机制保护生态环境、促使科技创新推动产业升级、健全基础设施营造良好环境等方面提出了具体对策,最后从全县科学规划、城乡统筹发展和乡风文明建设方面提出新渔村建设的保障措施。

Although some achievements have been made in building new socialist fishing villages, there still some problems, such as resources, environment, capital and the mode of development, which restrict the deep development and construction of new fishing villages in island counties. Based on the example of Changdao County in Shandong province, the paper studied the restrictions in the progress of constructing new fishing villages, and gave some feasible strategies, especially, more financial capital should be invested to protect fishery resources, and eco-compensation mechanism should be built to preserve environment. Moreover, scientific and technological innovation should be promoted and infrastructure should be improved as well. At last, in order to build new fishing villages the paper also gives us safeguards of making scientific planning, balancing urban and rural development and constructing the system of rural civilization.
