启动捕捞限额制度,等于踏上了系统性制度变革的漫长征程,这是从根本上解决中国海洋渔业资源利用问题的一条必由之路。选择这一路径等于选择了风险与机遇并存的挑战,但推迟行动无异于等待"压死骆驼的最后一颗稻草"。这一制度变革工程能否成功,除其它因素外,取决于决策层政治意愿的高低、政策目标的设定和实施方案的选择是否合理以及配套措施能否及时到位。这是一项艰难的决定,它需要决心、智慧和意志,当前尤其需要有关各方统一认识。

To initiate the Fishing Quota System （FQS） equals to starting for a long journey of institutional system reform, which will fundamentally resolve the marine living resource uses problems. To select this journey equals to embracing a challenge of risks and opportunities, to delay action will ultimately destroy marine capture fishery in China. The success of the institutional reform depends on, among others, the strong political willingness demonstrated by decision makers, the suitable policy objectives and working schemes for implementing FQS, and the timely critical supporting measures. Indeed, it is a hard decision. It requires resolution, wisdom, and will in general,and a unified perception among all interested parties in particular at present.
